Location of Applicability Condition on Query | Operations

I was trying to add a second Form Operation to a Query & could not figure out why the applicability conditions were greyed out on the second item. Searching the User Guide on 'applicability' gave me no clues.

It turns out that by default the Applicability Conditions are only operational when Location | Next to Item is checked.

Suggestion: Combine the Location and Applicability boxes on that screen & place the Applicability section right below the "Next to item" check box. I would also place a small explanation in the User Manual saying that the Applicability section only applies to "Next to Item".
