Modeless Dialog From a Process.

I have some buttons in the top bar of the VP. Some of these are of the type 'Create Object' and some are 'Start Process'.

I have them all set to output of 'Modeless'. Despite this the 'Start Process' buttons only appear in a popup. The 'Create Object' buttons present the form as modeless as expected.

I noticed this from AUG 2016 but it does not have a modeless solution: Modelss Window From Process (comment)&hilit=modeless#p39863

This feels like a bug. Have I missed something?

All intermediate steps of a process will always open in a popup. Only the last action of the process is affected by the "output" settings. And this action must be the one that does not require a reply from the user. For example, the last actions shows a form using the VIEW action (note, not EDIT!) or displays a query using DISPLAY (but not PICK FROM!) or displays a layout or a perspective.
