Fail to open URL in a new tab

In defining a menu item to open a URL in a New Tab everything was going right, after a while the URL keep opening in the main tab instead of a new one, and continues to do so, I have tried to solve by:

 Closing the configuration tool
 Closing tomcat and Aware IM servers
 Reboot the hardware
 Delete and recreate the same item
 Change other configuration attributes

But nothing solve it, looking at log reports -which I am not familiar with- does not indicate any error.
Creating a new Business space and trying the same, shows the same behaviour, so I include it here looking for someone help in using it and see if it produce the same in other system.

Using build 2237 on windows server 2008 R2 standard.

I found a case that demonstrate this issue.
I create a new Business space and add to the standard Administrator VP just two items:

In the Main frame I add a new Tab named Tab2
In the Top Bar frame an item Named myTest with Type: URL and output: New Tab

Save then test and everything is OK. export to file ValidateOK.bsv
Lock business space version for editing
Click on settings..., close, save then test the issue is introduced again. export to file ValidateNO.bsv

While nothing had been added, deleted, changed or selected one can clearly notice that the two files are not identical, I am attaching both for comparison.

Still working in this problem, I have observed the following:

This issue is only happened when opening a URL in a new tab.
Investigating the page source code I found that when its not working there is exist a tags in the XML code: <new_tab_data></new_tab_data> without it everything went OK!! (note that it's exist and working well other than using URL).
The page use (DTD XHTML 1.0 Strict)

Not sure if someone faced the same issue, but if it's like this we may just suppress this tag just when the output is a URL.
or maybe it comes from Strict and XML.
Any idea!!

Solved by using an alternative way:

Start Process with Display URL ..... NEW TAB action

It works well but have not reached the fact about this issue.
Hope this is of help for someone, I feel that I am speaking to myself.

Trust me.... you are not speaking to yourself.
