Error reading business space version from persistence The r

Installed a developer license today and this was the first time I tried to load and lock for editing. I had a version published for client testing, and I created a New Minor Version (not the 1st time I've done this, but the 1st time since adding the license).
It loaded the BSV and allowed me to make changes, but when I went to TEST, I get this message.
Check Integrity works fine.

Was I supposed to reinstall a fresh copy of Aware and then register the license?
Maybe I messed something up, but the Control Panel / About page shows it accepted the license and I'm no longer in Eval mode.
I'm on MS SQL Express and things have been working fine.
The NON-testing version works fine. I can't login to test cause the Configuration Tool is still locked for editing.
I tried creating another Minor version and importing - same result.\
Everything was working fine before the License install.

In my TESTing (non working) business space, I notice the following tables do not exist:
BAS_SYSTEM
BAS_SYSTEM2

it appears all other tables are accounted for. Record counts look correct when compared to the working, LIVE environment.
