When CREATE with NO RULES is used in a Process which runs when a VP is loaded by way of the Contents of a Content Panel of the VP being set to be the Output of the Process, NO RULES is not respected, and 'Rules when Object is Created or Modified' are processed.
Is this intentional or a bug?
If a bug I will prepare a simple bsv.
