Form 'Tab order' for buttons + allow for '-1' setting

On the form, you cycle through all the fields that you have specified a 'tab order' numbers, but then the cursor tabs through all the fields you have not specified a number (s/b ignored) before it gets to the buttons.

Issues:

Fields aren't ignored. 'Tab order' cannot be set to '-1'. Setting the 'tab order' to -1 will ignore the field as it sets a <input> in HTML to tabindex="-1".
'Tab order' setting for buttons is required.

It's not a bug but would be a good improvement. Need to be able to only tab through the fields that require user input and then to the buttons.

Point 2. above says:

It would be good to be able to set a tab order on the buttons of a form too, so you can make the cursor go from field to field in tab order and then onto a button (using a tab order). For example it would be good to define that hitting tab will take you through four specific fields on a form and then to the Save button (rather than going to a reference attribute grid for example).

Speaking of which, we have noticed some strange tab orders since upgrading to V6. The tab takes you from the form fields to the top menu to banner items, in no apparent order.
