To save the settings after resizing the user has to explicitly click on the Save Settings button in the top right corner of the form (where other "form tools" are).
If you specify, say, min. width of the form the result will be seen on low resolutions when the screen is smaller than the width of the panel. In this case there will be scroll bars. This is what this is all about. It's a handy feature.
