javaw.exe loads CPU up to 80-100%

Hi!
What could be the reason of that sometimes 1 Process lasts 1 minute. It started at 19:40:15 and finished at 19:41:22 by displaying message that Payment is successfully added. I tested it and sometimes it works ok for about 10 seconds.
Process just adds Payment, but there also rules are executed. Does it mean that user have to wait minute until they execute?

Can it be because there are too much rules?

Also during the day I notice that javaw.exe loads CPU up to 80-100% while some actions done in operation mode.
My hardware P4 3000Mhz 2Gb RAM. WinXp SP3. Desktop comp.
