WAS CHANGED doesn't fire on small numeric changes

It appears that rules utilizing WAS CHANGED do not fire on changes smaller than about .0001 or so. Is this correct ?

Yes, this is probably correct...

I would consider this a bug, or at the least a lapse in documentation, if in fact it isn't documented in the manual.
