DELETE elements not responding to visibility conditions

I have a main BO with a table of referenced Attributes. It's a members statement of accounts with a transaction list embedded (standard form)

I have two buttons - edit and delete both next to the item in the list.

When I apply a visibility condition Members.AccessLevel='Supervisor' and then log with a different access level (member) The edit button is not visible (as expected) but the delete button remains visible.

I know the conditions are identical because I copied and pasted the same syntax from one to the other.

Actually this has been around since at least build 1283
