V2 Operations toolbar combobox not shown

I have an operations toolbar that I would like to include BOTH:

1- operations with plain "above the form" text/icon
2- operations with "in the combo box above the form"

I find that this is only possible with "Version 2 interface for operations toolbar" unchecked.

Is that expected behavior?

Yes. Operations in combo-boxes are only supported for v3 interface.
