Import HTML Template as a Report

Hello , I am trying to import HTML document as a report. The dialg that opens is a folder selection dialog not a file selection dialog , I have no Idea why this is happenning, and then it selects a random html from the folder.

I am using expression tags in the HTML doc as <<HrStaff.Name>> but in vain.

You please the html file in the folder along with anything else the html file needs and then just select the folder.
Make sure there is nothing else in the folder.
