V8: Disabling Drag & Drop feature does not disable drag

Hi members,

We are facing an issue with drag & drop feature in folder Tree Structure, both on web and in mobile platforms. Drag & Drop is disabled but DRAG is still functioning. Although DROP does not happen but it is confusing the user, especially in mobile when user is trying to scroll up/down and the initial tap by user happens to be on any folder/file in Tree Structure. Looks like a bug but any suggestions are welcome.

Steps to set up the environment:-

Login as admin/password.
Go to Standard->System Settings.
Add a path in 'Doc File Path' field, say 'C:\' and save/close the form.
Select the Root folder and add 2 child folders.
Add a document in one of the child folders.
Drag the document or any child folder and try to drop it in the other child folder.

You will see that drag still works.

Another issue tied to this is, that when unnecessary drag is occurring while user tries to scroll on a mobile device, the overall vertical scrolling feature ceases to function after a certain height of the form. The user cannot scroll down after that point on the form.
