Tabs containing & symbol will not display the content panels

v8.0 build 2358.
In visual perspectives, if tab title contains the & symbol, content panels are not shown.

Same result if you include a '/'

At the very least, support should have these conditions reported when the Integrity Checker is run.

If the same issue, I had seen the same in 7 and 7.1 as well, and some other charters as well. It was a while ago.
