Showing menu item below query with zero results?

I would like to be able to have a query that allows for Add / Change / Delete of BO instances. Everything work fine except when there are zero instances returned in the query. In my case, I have a "Add New Name" clickable link below the results list which does not show unless at least one instance exists already.

Any possibility of allowing menu options below the query list to show even if no results exist?

Oops, I didn't realize that menu options below queries would not work unless a query item is selected. I guess I just assumed they could also work similarly to Menu options attached to forms -- to start potentially unrelated processes, etc.

I guess that would be my revised feature request.
