Can not turn off "Use Menu Button" in Operation on Records

Is this a bug? I uncheck the Use menu, and it stays checked.

I experienced the same thing and I definitely consider it a bug. My workaround was to back-out to the form section and click the "X" next to the "..." button. It clears-out all the buttons of course, which is annoying.
v8.1 on Windows 10 / MySQL 5.6 (local), v8.1 on Windows Server 2016 / MySQL 5.6 (server)
