Creating new System User

I've looked at the samples like EventRegistration and I see there is a Staff systemuser. How does one create that? I've searched the forum and the help. I know how to create a BO but what about the AccessLevel attributes. It won't let me create them!

So if I want to create other system user types how do I do it? All I can use is guest and admin.

Double click on Systemuser and move the object to right. This adds attributes automatically.
