READ PROTECT not working in Reports

If an object meets specific criteria, it is read-protected from a certain access level. When that access level user queries the object, the read protect rule is honored in the query. When the same user runs a report on that business object, the read-protect rule is not honored. I see this on several business objects and reports. These happen to be in subreports if that matters.
