Hi Support,
Is it possible to have a link to a file that can be created by an admin user and then have the link show as a download link for a non admin user for downloading music or a pdf etc
ie please click on this "Link" to download brochure or song etc.

Yes, this is the standard behavior of attributes of type Document. A user with full access to the attribute (such as administrator) can upload a file into the attribute. A user with read-only access to the attribute will see a small View icon. On clicking the icon the browser will either open the file if it recognizes the file type, or ask the user to download and save the file. This is a standard browser behavior.
You can also add a line of description to the attribute on form to tell the user to click the view button to see/play the file.
You can see an example of this if you login to the Library sample application as a member, go to My Details - Current Activity, click on a letter item in Communication table and click the View icon for Letter Document attribute.
