Rule Priority

I read the manual about Rule Priority and while I can assign priorities, it does not mention the DEFAULT priorities. I thought I remember reading that in an earlier version. I need to have an assignment done prior to other rules (including other assignment rules) so my question is, how high of a # do I need in the priority column of the rule.

When you hover the mouse over Priority it shows you a list.

Had the discussion recently where nothing actually say what has the most priority.... 1 as in First or 100 as in largest.

Clarified it as .... 100 has highest Priority and would be executed before everything else.
