Is it possible to use Document Templates in combo-boxes, so users can select the templates which they want to use?

You need "user-defined documents" for this. Please refer to the video tutorial and documentation

I have added the User Defined Object in BSV (Library Sample Application), but when I select UDD_Type of Report still asks for UDD_Template.
How ca n I use the created Reports in Configuration Tool? Second: I deselected that UDD_Type to be required.
1. In library BSV configuration tool exists the "Member payments" Template, which I want to use it in UDDdefDoc.
2. In UDD_Name choices I enter "Member Payments"
3. When I want to create a UDD template as type "Report" with choice "Member Payments" I get the following message "The name of the document is used by the system. Please use a different name"

What are you trying to achieve at the high level?
If you want users to just select the name of the system template to be used somewhere you may just define a temporary object with choices (that you populate with the names of the system templates) and then use a process like this, for example:
ENTER NEW TemplateNameParam
DISPLAY DOCUMENT TemplateNameParam.TemplateName
