Publishing BS version via admin

Every once in a while when I try to publish my BSV to the production server via admin login, I get this message:
Access to server for this session is temporarily unavailable. Please try again later.
Does anyone know what this is about and how to sidestep it?
v8.1 on Windows 10 / MySQL 5.6 (local), v8.1 on Windows Server 2016 / MySQL 5.6 (server)
