Custom Function

I am looking for information on adding a custom function library.
My Java programing is very basic, so if there is anyone out there that has written a function similar to the PADL function in SQL, (especially if you have succeeded in adding a function as a custom function library) and is willing to share their knowledge it would be greatly appreciated.
