Where do I find the check box to turn off the Powered by AwareIm in v4?

In the Developer version, open a Visual Perspective + click on General tab. You'll see the option at the bottom of the box.

I'm running the department edition which doesn't seem to have it? Just has initialization process,startup command and themes? V3 had it though?

The Department Edition does not have it. It is the same in version 4 as it was in version 3.
