It certainly depends on what you need to do but I use PDFTK (https://www.pdflabs.com/) to combine PDF files via CLI on the back end. It's free.

Trouble Editing Toolbar on Forms/Queries
When editing Panel Operations on a query, I can move items up or down but cannot see the context of the full menu. When I Edit the Toolbar, there are no features to position items within the toolbar. Am I missing something?

You got me thinking. The doc looked fine in a text editor. However, I saved it as TXT using ANSI (usually cleans our the boogers). renamed it to .csv. Then it worked.
