I know it must be frustrating to have an issue unresolved for so long.
Could it be the cloud itself. I assume you don't have guarantees on your performance with cloud infrastructure? What about network bandwidth between the db and webserver?
What about filesystem IO performance?

It's been a few years since I have built an app in aware but, I am pretty sure that rules in a Process are run sequentially. Rules not in a process but instead attached to a business object are random(not sequential).

phonegap capabilities
I wish Aware would do mobile native app capabilities. Offline support would be great too. I think that would require porting the rule engine to javascript or dart.

I would love to see some type offline capable that would sync once network connectivity is available.
